Outcomes

Centil led government and contractor teams at the TAP Lab on a value stream management initiative to reduce cycle times and improve user acceptance for software deliveries. Centil implemented a low -overhead agile framework - emphasizing continuous learning, psychological safety, and faster throughput. We architected a multi-site infrastructure baseline to enable small, frequent changes and helped stand up the first software factory with multi-site, on-prem and cloud CI-CD pipeline and infrastructure. Our efforts resulted in the ability to provision and deploy a code change from development to operations in 2 weeks, with a 4x increase in these deliveries. We worked hard to ensure our prime and partners won the follow-on contract and continue this work today.

Government-Owned Software Baseline

Sensor Open Framework Architecture (SOFA) III Prototype Project

Under the SOFA contract the SciTec team provided an open framework for satellite sensor data, processing chains, and API services in a government-owned software baseline.

Outcomes

Under the SOFA contract the SciTec team provided an open framework for satellite sensor data, processing chains, and API services in a government-owned software baseline. Centil provided agile contracting and product development to increase value delivery to end users. The Centil product manager designed a true agile roadmap and introduced lightweight agile planning. We coached the government to prioritize user feedback and limit work-in-progress to improve throughput. We adapted the tooling and release cycle to emphasize frequent, small-batch deliveries of working code. We delivered significant mission value without a single contract requirement. The team’s efforts expedited software deployment while delivering over 90% of planned features per delivery.

OPIR Application Development

Mission Data Processing Application Provider

Centil is a teammate on the SciTec team selected by the government customer to execute the FORGE Mission Data Processing Application Provider production phase contract. We competed in the prototype phase, 3-contractor, 12-month competitive downselect to develop government-owned modular mission applications and software architecture for SBIRS mission processing and other OPIR systems.

Outcomes

During the prototype phase, Centil provided product leadership in several roles - release train engineering, scrum master facilitation and proxy user services. We enabled quick feedback on new software features - and improved the value of delivered features. Centil aggressively removed blockers to feature flow and created analytics to help teams stay on track with small-batch deployments. Our monthly agile coaching tips gave our prime contractor actionable observations based on empirical data. We identified agile alternatives to waterfall progress measures (e.g. EVM) to help the government steer agile, while consistently meeting contract deliverables. The team’s strong technical, best-value solution won the MDPAP follow-on contract and continues to execute successfully on the production phase contract today. Centil supports the Mission Data Processing and Visualization subsystem teams on the MDPAP follow-on contract in system engineer and scrum master roles as well as providing surrogate operators to act as the end user providing feedback to the development teams each sprint. Centil is also leading the operator training tasks, developing courseware and providing training to operators.

Outcomes

The program’s task was to design, integrate, and test an Interim Operations Capability to support launch of the first three NGG Space Vehicles (SVs) and support the transition to FORGE C2. Centil was responsible for Agile management of the NICC and executed systems engineering, network engineering, external interfaces, GFX design and procurement, integration and testing of the system. Centil implemented cross-functional teams and agile principles on the NICC to increase communication and transparency across the team, motivate and empower individuals by constantly identifying and removing blockers and create a culture of psychological safety by giving all engineers a voice. Through true partnership with key stakeholders, Centil was able to deliver key program milestones within cost limitations and ahead of schedule.
